Adoptive parents: Though found by Katar "Hawkman" Hol's father, the baby was quickly surrendered to the state.
A new life: Hawkworld being the fascist police state that it is, they implanted Kal with a device that controlled how he could process solar energy, crippling all his physical powers, but increasing his sensory ones. Now he is Seer, a one-man eavesdropping machine who listens, watches and reports on everyone, all the time.
Eventually, Katar Hol finds out the truth and he embarks on a campaign to whisper sweet nothings into Seer's ear from afar. It works, Seer escapes and Katar removes the device from his neck, restoring his powers and allowing him to take up truth and justice in addition to law and order.
Final score: D+

Joe-El's liner notes have been lost to the ages, but one could surmise that having his son used as a super-bug 24/7 was not the best result. He gets out of it eventually, but he still has to live in the rubbish heap that is Thanagar.
