Not sure on the Pertwee comparisons. Pertwee's doctor (both in costume and demeanor) was all about flare and flourishes, and while bits of it are stylistically similar, it's very much "lacking flare" in comparison to other Doctorish costumes.
To quote Capaldi on his costume "He's woven the future from the cloth of the past. Simple, stark, and back to basics. No frills, no scarf, no messing, just 100 per cent Rebel Time Lord." Which isn't sounding very Pertwee at all (especially the "no frills" bit)
I dunnno. I recall a lot of similar poses from both Tennant and Smith. DT once gave an interview with DWM where he talked about having those photos taken. He mentioned that there was a limited amount you could do. Running. Waving the sonic screwdriver around. And "wavey hand magic acting".

Pose is certainly delibrately similar though
I definitely see the Pertweeness in Capaldi, dialed down because sleek is the new flamboyant.
