On Earth-616, I'm afraid Richard Raleigh never became the Red Bee, but his story isn't necessarily that different. Earth-X's version was an assistant D.A., so Raleigh-616 being a tough-on-crime mayoral candidate seems like a normal extension of that career.

And even J. Jonah Jameson has a man-crush on the guy.
He's a little intense, but his aims seem to be the same as the Golden Age Red Bee's:
