YES, Kryto does exist in the Super-Friends reality. He was brought into the Hall of Justice exactly once so he could translate for Wonder Dog. That's when Flash asks why this is useful given that Krypto can't talk either. Silly speedster, since humans have many different languages, it stands to reason there's more than one CANINE tongue. And Superman speaks at least one of them.
