Sidekicks! The most famous one is Robin, but even the layperson might recognize others - Kid-Flash,
Bucky, Ed McMahon... - when it comes to villains' sidekicks, not so much. Villains tend to have HENCHMEN, not sidekicks. The one exception is Harley Quinn, who started life as the Joker's sidekick, but has since struck out on her own very successfully, in comics and in movies. I'm afraid characters like Lenny Luthor just don't cut the mustard.
That's why I love Super-Friends #2 (1978). Sure, it's not in proper DC continuity, but then, neither are the movies or TV shows. Not that these stories take place in the cartoon show universe exactly - there are notable differences, like a different Toy-Man here - but look at those glorious supervillain sidekicks!
The Penguin and Chick! (a brave code name for a male character)
Toy-Man and Toyboy! (ok, who's writing these?)
Poison Ivy and Honeysuckle! (they've got to be doing it on purpose, right?)
Cheetah and Kitten (no, really)
The Human Flying Fish and Sardine! (anything to get Aquaman in the story, I guess)
I'm only sorry the Junior Super-Foes aren't allowed to fight the Teen Titans. Marvin and Wendy will just have to do. Or rather, there's dissent in the ranks and the Juniors defeat their bosses. Which pretty much means they won't be used again. Sigh.

(Seriously, the signs of Ivy's sexuality were there long before Harley turned up.)
