One Panel #238-240: The Action Car Gets Wings and Other Strangeness

I know a lot of cars just looked like this in the 30s and 40s, but that green color harks back to the COVER of Action Comics #1, given wings to complete its flight after Superman's iconic lift. It probably has NOTHING to do with that, but I still like the visual rhyme.

Why, o why would you set a Hawkman story UNDERWATER? Not only is the glass jar helmet silly, but it's the technical definition of a fish out of water (you know what I mean). Aquaman was still years away. Somebody should have gotten on that sooner.
