It's done off-panel, but after Bibbo kind of loses his pub to Metropolitan destruction, he lets Superboy adopt Krypto. Or maybe we should say Dubbilex, because let's face it, the little pooch kind of hates Kon-El. And it's mutual.
It's Zero Hour and the comic misses a trick by having the 90s Superboy meet and fight the Silver Age Superboy in Smallville, but DOESN'T feature the Silver Age Krypto. Booo!
When we next see Krypto, he's in rabies quarantine (he's fine) and having Silver Age dreams:
But it's not until Superboy #16, 5 issues later, that we see him as part of Superboy's household in his Hawaiian compound. And have they made friends yet?
Nope. See, you gotta put in some time. That dog doesn't recognize the Kid as a member of his pack yet. And he's still pretty sore about spending, what, 6 issues in quarantine after moving to the islands. Wow, Hawaii is strict!
HOW do you make friends with a dog? Let's ask Superboy's agent Lex Reech, who really needs the dog on his side to keep his secrets:
