Look, Krypto can tell when you're a good sort. It has a very distinctive smell. Presumably. So no surprise that he would take to Cir-El AKA Cheryl Kent AKA 2003-2004's Supergirl. Unlike the "proper" Supergirl, she's a dog person.
It lends credibility to her claim that she is Superman's biological daughter, but though a dead ringer for Laurel Kent, she'll of course be outed as a cloning(ish) experiment, and so it goes. Doesn't mean the Dog of Steel doesn't feel protective of her.
