He's one of the most recognizable of Batman's rogues gallery now, but only appeared a couple times in the Golden Age before solidifying his place in Gotham City's underworld in the late 60s and early 70s. Maybe one of the reasons he didn't immediately make it big is that he was essentially defeated by Robin and a seesaw.
