From Green Arrow: "Doom Over Gayland" by More Weisinger and George Papp, More Fun Comics #77 (March 1942)
Some words change meanings over time, so the "message" here - with the Devil lording over "Gayland" and Green Arrow and Speedy beating up the gunsels coming out - should be considered accidental. Phew! But I do like what Papp has done with the Gayland wall, creating a faux panel border that seems to imply two scenes rather than one. The first, metaphorical, with the giant devil (the devils in the story are costumed criminals); the second, a bit of hand-to-hand (or foot-to-butt) action from guys who would normally be long-distance fighters.
A fun, dated splash page from the Golden Age, of the type readers today like to snicker at.
