From Vigilante: "The Rainbow Man" by Mort Meskin and Cliff Young, Action Comics #49 (June 1942)
Look, by rights, if this were about HISTORICAL value, I would have presented a panel from the Superman story, which features the first appearance of the Puzzler. Not the best-known Superman villain, but he did get a Who's Who page. Didn't really deserve one - TWO whole appearances and only in the Golden Age, 8 months apart? But I wasn't making that value judgement. It's not even the fact that a guy in a suit isn't a very compelling visual.
No, it's just that I can't resist Mort Meskin's art on Vigilante. The "Rainbow Man" is an even more obscure villain than the Puzzler is, and yes has a dozen appearances. He might be Vigilante's most recurring foe. All we see here is his hand and his face in each of the paints, but it's enough. I've got to research this dude!
