Future State had presaged it: The H-Dial would one day serve to summon up dead heroes through its H-field. Chronologically, these events move forward as of Titans Academy #8, when the Dial is stolen out of Miguel's sock drawer.

I was looking through issues of the series to see what new hero identities they had come up with for the Dial Holder, but the answer is none. He's just a background kid most of the time, and after it's snatched, he finds it in the room across the hall where the other kids have rewired it to hold seances to call on dead Titans.
That's not what it was made for! No really, how boring. It's the DCU. Just wait long enough and every dead hero will return, no Dial required. In fact, Roy Harper comes back from the dead within PAGES, and it has nothing to do with the Dial!

7 years hence, according to Future State, Red X would use the Dial to have dead Titans fight for him. In reality, we got to that confrontation within a year (our time, so no more than weeks DC time), without the Dial playing a part. This may be worse than Miguel's role in Young Justice, because there was so much potential!
