This is from the famous "Slap a Jap"-covered issue where Superman is printing propaganda by hand. Less famous is the Superman story within which has him go up against a giant called Adonis whose face we're not allowed to see, his face destroyed by plastic surgery gone wrong. The final panel, presented here, was quite serious about readers not being even remotely ready to see his hideous visage.
