A message of hope after the attack on Pearl Harbor, but geez, very 40s to equate America bouncing back with a panel of polluting industry, so polluting, in fact, that even the bottom of the image is a brown cloud, as if the factory were springing out of some asteroid. Maybe artist Joe Gallagher was expressing an opinion not shared by Gardner Fox. It's a cool effect, but of course, I don't co-sign the sentiment.
