One Panel #833: Doom Does as He Pleases

From Green Arrow: "Yours Truly, Doom" by Cliff Young and Steve Brodie, More Fun Comics #90 (April 1943)

This Doom isn't exactly Marvel's (future) Doctor Doom, is he? Probably the worst costume to go swimming in (I bet he ate less than an hour before the caper, too), and kicking a 12-year-old in the stomach is way over the line.

I guess he doesn't have a doctorate either? (Not to say Dr. Doom's is legitimate given that he was kicked out of college...)
