Who's Houngan?

Who's This? A modern priest in an old-time religion.

The facts: When Marv Wolfman and George Pérez recreated the Brotherhood of Evil to be Titans villains in New Teen Titans #14
(December, 1981), Houngan, a sort of techno voodoo priest, was one of its new members. The only time he appeared outside of the Brotherhood of Evil is when he was working with the Secret Society of Super-Villains after Infinite Crisis.
How you could have heard of him: He was still in the Brotherhood of Evil as of Unstoppable Doom Patrol, and appeared in Absolute Power: Task Force VII #4. He did not make it into the television versions of the Brotherhood.

As he's a team player, let's see just what he does in the new Brotherhood's first engagement with the Teen Titans. Or with Changeling, at any rate, as they take turns torturing him. Houngan's one of the best equipped for this:
I think that's a pretty cool take on voodoo, actually. Move over, Black Talon! But while you'd think we'd next get a fight with the rest of the Titans, you'd be wrong. The Brotherhood is actually going up against General Zahl's armored forces (he's the guy who killed the original Doom Patrol). But does Houngan have to collect hair follicles from every goon he wants to hurt?
No, because he's got the power of Wi-Fi!

The Titans join the fray. Zahl dies from a ricochet off Robotman's chest. Houngan mostly stands around with his team for the rest of the issue. And so it is for characters essentially designed to be part of a supervillain team, and likely why he never made it big, especially once it was considered gauche to portray Haitians as voodoo worshippers. Still, I think he could have gone solo and taken the place of Baron Sunday in post-Crisis Superman comics (which would have led to an appearance on Lois & Clark). But no, he'll always be the DCU's second-best houngan.
