I almost want to say 'nuff said, here.
But this is a very Uncle Sam "origin" story in which he, as avatar of the U.S., become filthy rich after World War I and decides to sit on his laurels and bags of cash until Germania rises again as a giant Nazi supervillain and Sam trains up to fight him.
