As for the minds of DC's writers, there's no mystery there either: Apes = Good. And so, Gorilla City invents a bomb that turns people into apes? Extra good.
Speaking of writers, Abnett and Lanning seem to like including the ol' vehicle-lifting freak out into their every Superman story.
