Reign of the Supermen #363: The Alien Superman

It starts like a Red Kryptonite story, with a Red K meteor falling to Earth while Superman, Batman and Robin are stopping some crime or other. Superman doesn't feel any ill effects, and agrees to let Batman take it to the Bat-Cave for study. A few days later, the Dynamic Duo find Superman feeling bad and spinning a cocoon.
When he comes out, he looks alien, has lost his memory and regular powers, exchanging them for electric bolts and telekinesis. A dude who claims he was digging for Indian relics near Superman's crash site when he found a Kryptonian document from Baby Kal's rocket races up to Batman with a ready-made translation!
Apparently, many Kryptonians have this "change" at some point in their lives. We're being lied to, of course, as Superman is in a cave somewhere with a huge chunk of Green Kryptonite sitting on his chest. He recalls how men lured him there with cries of help and then told him they found a crook to impersonate him with an elaborate cocoon scheme. Meanwhile, Batman has brought the alien Superman to the Daily Planet to jog his memory with flash cards.
It works! He remembers everything, and quickly jots down everything in case he loses his memory again. After writing a note that speaks of the importance of destroying the red meteor in the Bat-Cave, he does and runs off. Batman reads the note and picks the alien up for a ride to the Cave, except it's not the Bat-Cave. The alien made a big mistake when he said he remembered everything, and yet didn't know where there was blank paper in Clark Kent's desk (oooh!). Batman socks him on the jaw and almost breaks his hand. Silly Batman didn't account for Superdickery!
Yeah, Superman escaped and thought it would be funny to impersonate the alien around Batman. Superman reveals to his friend that the guy dressed as an alien told him he was being paid big money to destroy the red meteor. Superman sent him to jail and took his costume and power-simulating gadgets (after the Daily Planet incident, obviously - though at this point, nothing is really that obvious). Cut to the crooks. They're hanging out with a REAL alien that looks like that. He is a criminal called Khalex who wants to take over Earth, but can't because of a piece of (red) Galgolex which is a 1000 times more potent than Kryptonite! Once it's gone from the planet, he'll have his powers back. And suddenly... they ARE! He immediately robs a bank to pay his minions (the sign of a right-thinking dictator) and is about to trounce Superman when his powers fail again. It's all thanks to Superman throwing the rock out into space at just the right angle so that it comes back down again. The exact physics escape me.

Just so you know, there was a reward:
No wonder the guy was running free...
