One Panel #275-277: New Heroes and Costumes

I'm slightly late on all of these by about a month, but better late than never.
From Quicksilver: "The Blades of Baron Hoff" by Chuck Mazoujian, National Comics #6 (December 1940)

Quicksilver, the character we now know as Max Mercury, is Quality Comics' elusive, mysterious speedster, who appeared in the pages of National from issue 5 to issue 73. I wrote a piece on him a few years ago entitled Who's DC's Quicksilver? Check it out for more.

From The Crimson Avenger: "The Agita-Pulverizo Ray" by Jack Lehti, Detective Comics #45 (November 1940)

The Crimson's costume had recently been evolving, from a Shadow-type mystery man look, to spandex. The cape would eventually come off. Of note is the lettering change whenever the Crimson shouts, which looks pretty cool and is atypical of the era.

From Scribbly: "The Red Tornado to the Rescue" by Sheldon Meyer, All-American Comics #21 (December 1940)

Ma Hunkel had been appearing in the Scribbly strip since All-American #3, but started spoofing the superhero craze of of issue #20 as the original Red Tornado, who I still like a heck of a lot better than the Bronze Age equivalent, silliness and all. Parody though she is, some consider her one of the first female superhero in comics, coming in fifth behind Fantomah, Black Widow I, the Woman in Red, and Lady Luck.
