Best to worst: Holo-Doctor, Phlox, Bashir, M'Benga, redshirt doctor in the pilot of "Voyager", McCoy, Pulaski, Crusher.

It's hard to rate them in terms of actual skill -- they're all exactly as talented as the plot calls for -- so it's mostly a matter of whom I could best deal with.
