One Panel #359: Fawcett Comics Becomes a Universe

From Spy Smasher: "The Trap for Eve Corby" by Charles Sultan, Whiz Comics #16 (April 1941)
The JSA experiment is inspiring other books to have their characters meet as proper "superhero universes" become a thing. Case in point, Whiz Comics #16-18, in which Captain Marvel and Spy-Smasher not only meet, but cross over between their strips. In effect, the story continues in two of each issue's stories. So it's serialized to boot. The only thing missing from the modern formula is for Spy-Smasher's strips to have been in a different title instead of a few pages later.
