One Panel #385: Plastic Man!

From "The Origin of Plastic Man" by Jack Cole, Police Comics #1 (August 1941)

Ladies and gentlemen, Plastic Man, the hero who can shapeshift INTO one panel.

I don't remember if a premiere issue (in DC's extended canon) had so many still-remembered superheroes as Quality's Police Comics #1. Plastic Man is undoubtedly the biggest star today, but Firebrand and his transparent silk shirt got the cover. The issue also introduced the Phantom Lady and the Human Bomb! Wow. The Mouthpiece didn't fare as well, but that's four surviving I.P.s in a single issue. It really was about "quality".
