That's Sandra Knight, the sexy Phantom Lady riding that boogy board and fighting bad guys on the... wait, why are we doing water sports on the "High Seas"? Find a lake, take your time, or at least stay close to the shore where help is readily available if something goes wrong. Sandra ends up in the drink and lest her costume be peeped through her white, clingy clothes, she strips down to her superhero duds and causes some vehicular mayhem.
