From Shining Knight: "Twist in Time" by Joseph Samachson and Louis Cazeneuve, Adventure Comics #86 (June 1943)
He only appeared once and has no relationship to Red Tornado's creator, so I was surprised to find the Golden Age (and therefore Earth-2) had its own T.O. Morrow. This guy was a scientist and crimelord who posed as a time traveller from the year 2043. He was exposed and apprehended by the Shining Knight, an ACTUAL man out of time. You can't fool the real thing, T.O., if that is indeed your name!
