There's a lot happening in the Pacific (this is one of three panels in the sequence, never mind the splash page, with various animals eating others as Max "Quicksilver" Mercury tries to row his Japanese rivals to shore), but perhaps Fred Guardineer just wanted to draw animals. I like his stormy waves, too.
