To answer, I have a similar Legion compulsion, but I guess it's more under control. DeFalco has never been a favorite writer of mine, like, AT ALL, but I did enjoy his recent Thunderstrike mini. I was hoping that would translate here.

Randal: A retcon more than a reboot, but that's all semantics. The pre-Flushpoint story just continues. Obviously, the past has big changes, i.e. anything to do with the 21st century characters.
